BACKGROUND
Local housing need
With 4,919 people on Thurrock Council’s social housing waiting list in 2024 and just 173 homes built in the borough between 2022-2023, there is a serious need for more housing for local people.
We believe that this development will help to play its part by providing policy-compliant levels of affordable housing, as well as delivering significant economic benefits through investment in the local area.
The Local Plan
The land was identified within the Thurrock Local Plan Initial Proposals (consulted on in February 2024) as part of a larger new neighbourhood.

The site
The site is located to the north of Southend Road and is around 54 acres in size – scroll down this page to view the location plan.
You may already be aware of the proposals for new homes and community facilities which were promoted at the site by Cogent Land some time ago. An outline planning application was submitted but not progressed, and Mulberry Land ultimately took over the promotion of the land.
We are now keen to progress the plans and have taken the time to consider the feedback to the previous proposals, taking it into consideration while developing our new plans. This includes the addition of a new shop for local residents, along with a new school and care home.
